WHAT'S WINTER WITHOUT A LOT OF SNOW?

If the National Oceanic and Atmospheric Administration is right we'll find out this winter.  They say we'll have below average snowfall.  That will make it easier on the snow blowers but we really need the snow to offset the drought.
