"The City of Austin long ago imposed severe restrictions on lawn and garden watering, and is now considering prohibiting it altogether. In some affluent neighborhoods, homeowners are drilling their own urban water wells. (Yes, drilling private wells is permitted in the city. This is Texas, after all, where virtually anything is permitted on private property, by God!)
