I repeat: Social Security, Medicare, and other "welfare" programs are not government hand-outs to the poor. They were created by rich Presidents to protect the rich from the poor--to give the mass of ordinary people a minimum level of security to prevent them from becomming poor and revolting against the rich, as the poor finally did in France and Mexico and Russia. That is what Roosevelt was talking about in this quote, and why he created SS.
