THE REPORT IS IN FROM THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION

Hard to believe it, considering the last week or so, but NOAA say this has been a warmer and wetter than average winter across the USA.  As a matter of fact, the weather was warmer in every state east of the Rockies.
