WARMER THAN NORMAL? I LIKE THE SOUND OF THAT!

Because of something called ARCTIC OSCILLATION the last half of winter is expected to be WARMER THAN NORMAL.

I don't understand "arctic oscillation" but I do understand "warmer than normal".  Not only do I understand it, it's music to my ears.
